On 21 February 1996, a memorial sign was solemnly laid on the site of the future Kul Sharif Mosque on the grounds of the former Junker Military School, the construction of which had been announced by Decree of the President of the Republic of Tatarstan, Mintimer Shaimiev (13 November 1995): ‘In order to preserve historical continuity, to recreate the building of the Kul Sharif Mosque…’ The text of the decree is inscribed on the stone.
Once active construction began, the stone was moved to a position north of the mosque. The area in front of the mosque and the stone is intended for the performance of religious rites during major Islamic holidays.
